Vision
Together with national and international partners, UNDP Sudan will contribute towards achieving peace, stability and sustainable human development that meet the needs and aspirations of the people of SUDAN through strategic capacity development initiatives which promote inclusive, participatory, transparent and efficient governance systems at national and sub-national levels.

UNDP serving the people of Sudan

UNDP established its presence in Sudan in 1965. It succeeded the Expanded Programmes for Technical Assistance and Special Fund that operated in the country between 1958 and 1964.

Over the past four decades, the UN development programme has gradually expanded to today’s 50 development projects across Sudan.

UNDP is present in almost every part of Sudan. Field offices have been established in various regions to ensure the effective management of projects that are implemented or supported by UNDP such in Darfur, East Sudan and in the three Protocol areas


What we do

As the lead in development, UNDP Sudan supports strategic capacity development initiatives to promote inclusive, transparent and efficient governance systems. Through partnerships with national and sub-national government and civil society, UNDP strives to eliminate poverty, enable recovery, sustain the environment, and advance peace and social cohesion.

UNDP’s Sudan’s strategy reflects the findings of the UN Development Assistance Framework (UNDAF) 2009-2012 and is detailed in the two UNDP instruments: the Country Programme Document 2009-2012 and Country Porgramme Action Plan (CPAP) 2009-2012. CPAP constitutes the legal agreement between UNDP and the government of Sudan and details the programme design and capacity development strategies defined in the CPD.


UNDP interventions in Sudan are people centered and focus on 1) Promoting coordination, efficiency and effectiveness of the United Nations system as a whole at the country level 2) Providing policy and technical support by working on and advocating for the multi-sectorial challenges of poverty reduction , democratic governance , crisis prevention and recovery and environment and sustainable development 3) Acting as an administrative agent for several pooled funding arrangements in Sudan , such as the Common Humanitarian Fund (CHF) and Darfur Community Peace and Stability Fund .

During 2011, UNDP has managed the Electoral Assistance Basket Fund and South Sudan and Abyei Referenda Basket funds and has established new partnerships within these frameworks to ensure scaling up of short to medium recovery and development programmes.
UNDP supported programmes and projects will leverage Government counterpart contributions to enhance ownership and sustainability where applicable.

Key Achievements 2009-2012


(1) Poverty Reduction and MDGs
• Delivered over $ 180 million GFATM funds
• Reduction in malaria cases from 7.5 million cases in 2001 to 2,3 million cases in 2009, and reduction of deaths from 35,000 in 2001 to 8,844 in 2009.
• MDG Report produced in 2010 and debated by the Cabinet of Ministers
• International Donor and Investment Conference for Eastern Sudan, December 2010, Kuwait

(2) Governance and Rule of Law
• 2010 General Elections held (first in 20 years)
• 2011 South Sudan Referendum held
• Establishment of local development planning structures and processes in Eastern Sudan

(3) Crisis Prevention and Recovery
• Reintegration support provided to 4,000 XBs in East Sudan and 11,000 XBs in South Kordofan State and Blue Nile State
• Crisis mapping completed in six states and information incorporated into state development plans
• 14 local peace processes initiated and supported in SKS (8 are holding)
• Recovery and peace-dividends provided to more than 800,000 people (Recovery and Rehabilitation Programme)

(4) Environment
Policy and institutional framework in place including:
• National Adaptation programme of Action (NAPA);
• National Biodiversity Strategic Action Plan;
• Draft National Strategy for Reduction of Emission from Deforestation and Forest (REDD); and
• Strategy for accessing the Clean Development Mechanism (CDM)

(5) Other
• Establishment of field offices in Darfur (3), East Sudan (1), South Kordofan and Abyei

Programme:
UNDP Sudan’s programme section is made up of three leading units: 1) Governance & Rule of Law Unit 2) Crisis Prevention and Recovery Unit, and 3) Poverty Reduction, Millennium Development Goals and HIV.

The Country Programme 2009-2012: Focus on implementing CPA through the three programme areas as follow:

1) Poverty Reduction and Achievement of MDGs
- Development of national an sub-national capacities to plan, monitor, evaluate and implement the MDGs
- Aid management and coordination
- Pro-poor livelihoods promotion and private sector development
- Responding to HIV/AIDS

2) Governance and Rule of Law
- Citizen Participation and Democracy
- Local Government Development and Public Expenditure Management
- Strengthening Access to Justice & Promoting Rule of Law

3) Crisis Prevention and Recovery
- Disaster risk reduction and natural resource management
- Post-conflict socio-econo

The programme and project staff are supported by an economic advisor and a Management Support Unit that ensures the monitoring and evaluation of the programmes and projects in addition to providing advisory services.

Strategic Frameworks and Tools:
UNDP's work in the country is based on the Standard Basic Assistance Agreement signed in 1978 by the Government of Sudan. The Organization’s activities are carried out in partnership with Government ministries and departments, national and international development partners, UN agencies, alongside the non-governmental organizations and Sudanese academic institutions.

UNDP Sudan's programming is governed by the following major tools: Sudan Country Analysis, the United Nations Assistance Framework (UNDAF) for 2009-2012, Country Programme Document for Sudan for 2009-2012 and Country Programme Action Plan for 2009-2012.

Based on national priorities within the framework of the Millennium Development Goals (MDGs), the Country Analysis is the common analytical tool of the UN system to inform the identification of strategic development priorities by the United Nations. The analysis takes the Millennium Development Goals as its starting point and identifies key development challenges and capacity gaps that need to be addressed. The Analysis provides the foundation for the UNDAF.

With the current United Nations Development Assistance Framework coming to an end in 2012 , the UN Country team in Sudan has started the planning process related to the development of the next programme support for the period between 2013-2016. The UNDAF will be the guiding framework for all UN agencies , funds and programmes in Sudan and will support the achievement of the Millennium Development Goals and national development priorities as outlined in the national development plan for the period 2012-2016 , which was recently finalized.

The CPD is approved by UNDP Executive Board on 12 September 2008. The Country Programme document is used to provide greater clarity to the UNDAF results, i.e. to make deliverables by UNDP more explicit and thereby aiding monitoring and accountability.

The Country Programme Action Plan (CPAP) constitutes the legal agreement between UNDP and the Government of Sudan to execute the Country Programme Document (CPD) for 2009-2012. The CPAP further details the programme design and capacity development strategies outlined more strategically in the CPD.

UNDP Sudan's main development and funding partners are: The European Commission, the UK’s Department for International Development, the Governments of Netherlands, Denmark, Norway, Italy, Japan, France, Spain, Germany, Ireland, Switzerland, the Swiss Development Corporation, the Swedish International Development Agency, the Canadian International Development Agency, Canada’s Department of Foreign Affairs and International Trade, the US Agency for International Development, the Global Fund to Fight AIDS, TB and Malaria, Global Environment Facility, the World Bank, and Khalifa Bin Zayed Al Nehayan Foundation.

Fund Management:
UNDP Sudan Fund Management Unit administers a number of Multi Donor Trust Funds in Sudan: the Common Humanitarian Fund (CHF), Common Humanitarian Fund (CHF), which is a special initiative bridging the financial gap between humanitarian aid and development assistance; the Darfur Community Peace and Stability Fund (DCPSF) to promote community level peace building in Darfur. The Fund Management Unit also delivers operational assistance in establishing Technical Secretariats in support of the UN Resident Coordinator. The Unit also provides Management Agent support to national and international and NGOs participating in multi-donor trust funding frameworks.

Through the Fund Management Unit (FMU), the UNDP CO serves as the lead agency in administrating pooled funding from donors, providing operational support for programme resource management , finance and accounting legal services. Between January 2006 and September 2011 , UNDP Sudan administered an overall muti-year budget of USD 1. 040 Billion, establishing one of the highest delivery records in the Regional Bureau of Arab States (RBAS) and averaging a delivery rate of USD 60 million a year in NGOS execution projects.

Other Services:
In addition to the operational services provided to over 10 UN agencies operating in Sudan, the Country Office administers two UN funds in the country:
The United Nations Volunteers programme (UNV)
is the volunteer arm of the United Nations, and based in Bonn/Germany. It mobilizes qualified UN Volunteers and people to become active in volunteering in their countries.
The Women's Fund at the United Nations (UNIFEM) provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality.
