Background
In September 2000, 191 member states
of the United Nations adopted the Millennium
Declaration, which outlined a vision
for the new century based on the fundamental
values of freedom, equality, solidarity,
tolerance, respect for nature and shared
responsibility. The Declaration was
translated into a set of eight goals
each with multiple time-bound targets
and specific indicators known as the
Millennium Development Goals (MDGs).
Southern Sudan has suffered Africa’s
longest civil war, with devastating
effects on its economy and human development.
Because of the conflict, Southern Sudan
is lagging behind in meeting the 2015
deadline for attaining the MDGs.
Although the Government of Southern
Sudan (GoSS) was not a signatory to
the Millennium Declaration, it has adopted
it as an effective approach in addressing
poverty in post conflict Southern Sudan.
The signing of the Comprehensive Peace
Agreement in January 2005 provides an
important starting point to the improvement
of human development and an acceleration
of progress towards achieving the MDGs.
Objectives
The project’s goal is to raise
public and government awareness on the
importance of prioritizing development
needs within the overall MDGs framework
and supporting the process of implementation
achievements of the MDGs.
The project aims to work towards ensuring
that the Southern Sudan Commission for
Census, Statistics and Evaluation (SSCCSE)
is able to advocate and monitor the
MDGs.
Snapshots of the project's major achievements
• Assisted SSCCSE in the formation of
an MDGs task force and sector groups
comprising government officials, UN
and NGO in February 2007.
• Organized a workshop for SSCCSE Monitoring
and Evaluation staff to mainstream MDGs
in their plans and activities in April
2007 in Juba.
• Organized a study tour of SSCCSE management
to the Uganda Bureau of Statistics in
November 2006.
• Organized 3 workshops for the development
of a statistical master plan in Juba
-Brainstorming workshop in June 2006,
Master Plan Strategy workshop in September
2006 and Master Plan workshop in December
2006.
• Conducted four MDGs awareness workshops
-August 2005 in Nairobi, targeting CSOs,
November 2005 in Rumbek, targeting government
officials, December 2006 in Juba targeting
GOSS officials, February 2007 in Juba,
targeting government officials, UN and
NGOs.
• Assisted SSCCSE to review its act
and draft a bill in October 2006.
