Status of MDGs in Sudan



  MDG 1 Eradicate Extreme Poverty and Hunger


Target:
Halve the proportion of people living on less than a dollar a day and those who suffer from hunger.

Progress in Sudan
• Current estimates on poverty are in the range of 50-60%, and much higher (up to 90%) in the South.
• According to a recent Government report, observation and anecdotal evidence shows that progress has been made compared to 1990s.
• Despite its agricultural potential, Sudan’s production of grain (wheat, sorghum, millet) falls short of its consumption needs.
• Chronic hunger as measured by the prevalence of underweight children under five years of age has improved from 33% (1990) to 29.6 (2006).
• The proportion of population below a minimum level of dietary energy consumption declined from 31% (1990) to 26% (2006).


 
 MDG 2 Achieve Universal Primary Education


Target:
Target: Ensure that all boys and girls complete primary school.

Progress in Sudan
• Gross primary enrolment rose from 48% (1991) to 60% (2004).
• Youth literacy improved from 65% (1990) to 77.2% (2004).
• Over the longer term, adult literacy improved from 29% (1975) to 61% (2004).
• Higher levels of enrolment are to be found in the more prosperous Northern regions that were not directly influenced by conflict, while the lowest ratios correspond to the conflict affected regions of Southern, Western, and Eastern Sudan.
• The Five-Year-Plan aims to make basic education accessible to boys and girls indiscriminately to 80%, while the JAM report sets 100% targets for gross primary enrolment, and youth literacy.



 MDG 3 Promote Gender Equality and Empower Women

Target:
Eliminate gender disparities in primary and secondary education preferably by 2005, and at all levels by 2015.

Progress in Sudan
• The ratios of girls to boys in primary and secondary education have improved significantly from 0.85 and 0.92 in 2000 to 0.92 and 1.0 respectively in 2005.
• The proportion of seats held by women in the national parliament increased from 10% to 18.3 in 2005 – a high figure compared to the region.



 MDG 4 Reduce Child Mortality


Target:
Reduce by two thirds the mortality rate among children under five.

Progress in Sudan
• The infant mortality rate decreased from 77 (per 1000 live births) in 1990 to 68 (2000) and 52 (2006).
• In 1990, out of every 1000 live births, 143 children under 5 died, 104 in 2000, and 73 in 2006. Bearing in mind the large differences between urban and rural areas, and between the regions, where the conflict affected are worse off.
• The figures for the South is much higher – 150 for infant mortality and 250 for under-five mortality, both in 2001.


 
MDG 5 Improve Maternal Health


Target:
Reduce by three quarters the maternal mortality ratio.

Progress in Sudan
• The overall maternal mortality rate, per 100,000 births, has declined from 552 in 1990 to 509 in 1999.
• However, the conflict affected states show some deterioration.
• In the North, the production of skilled birth attendants increased by over six fold during the last 5 years.
• Deliveries assisted by skilled personnel are 57% (2006).
• There is marked variation between states – with 98.2% in the Northern state (98.2%) and 22% in Jonglei state.



MDG 6 Combat HIV Aids, Malaria and other diseases


Target:
Halt and begin to reverse the spread of HIV/AIDS.

Target: Halt and begin to reverse the incidence of malaria and other major diseases.

Progress in Sudan
• Epidemiological studies show that Sudan is classified to be at an early stage of a generalised HIV/AIDS epidemic.
• The HIV/AIDS prevalence among adults aged 15-49 was 1.6 in 2002.
• The rates show yearly increases and the prevalence is higher in the Southern, Eastern states, Khartoum, and White Nile state.
• 7.5 million are estimated to have malaria attacks every year in Sudan, with up to 35,000 of them dying from it.
• Malaria accounts for about one-fifth of outpatient attendances.
• 12% of hospital admissions in Sudan are due to Tuberculosis (TB) and it is one of the main causes of hospital deaths.
• The annual risk of TB infection is estimated to be around 1.8%.
• The total TB case load is estimated to be around 50,000 cases.
• In 2005 the TB case detection rate was 44.3%, which is far below the global target of 70%.
• The majority of TB patients are in the productive age of their life (15-45).



MDG 7 Integrate the principles of sustainable development into country policies and programmes; reverse loss of environmental resources


Target:
Reduce by half the proportion of people without sustainable access to safe drinking water

Target: Achieve significant improvement in lives of at least 100 million slum dwellers, by 2020.

Progress in Sudan
• 59.3% of the population have access to an improved water source,
• 31.2% is the proportion of those who have access to improved sanitation (bearing in mind the country’s regional variations).
• On average, it is estimated 64% of the population have access to sanitation – with high regional variations.



 MDG 8 Develop a Global Partnership for development


Target:
Develop further an open, rule-based, predictable, non-discriminatory trading and financial system includes a commitment to good governance, development, and poverty reduction — both nationally and internationally

Target: Address the special needs of the least developed countries Includes: tariff and quota free access for least developed countries’ exports; enhanced programme of debt relief for HIPCs and cancellation of official bilateral debt; and more generous ODA for countries committed to poverty reduction.

Target: Address the special needs of landlocked countries and small island developing States.

Target: Deal comprehensively with the debt problems of developing countries through national and international measures in order to make debt sustainable in the long term.

Target: In cooperation with developing countries, develop and implement strategies for decent and productive work for youth.

Target: In cooperation with pharmaceutical companies, provide access to affordable essential drugs in developing countries

Target: In cooperation with the private sector, make available the benefits of new technologies, especially information and communications

Progress in Sudan
• The Darfur crisis is currently preventing progress in global partnership,
• To achieve the MDGs, Sudan will need to make significant investments to build the capacity of human resources, infrastructure and institutions as well as to mobilize resources to bridge the financial gap.
• It is necessary that a continuous and sustained effort by the Sudanese people, its governments, and the international community is exerted to achieve MDG8.
