Our Intervention

Shifting away from project-based to programme-based management, the Governance and Stabilization team works to ensure the shift towards issue-based collaboration at all levels across the portfolios and make it easier to follow a clear and coherent set of measurable aims for the organization and effective monitoring and evaluation processes.

The Theory of change of the Governance and Stabilization unit is:

If governance systems and institutions in Sudan at the central and local levels are better equipped and strengthened in leading and responding to the context and the needs of the people of Sudan,

then resilience and community security will be enhanced to sustain stability and promote a peaceful and inclusive society for sustainable development in Sudan;

because institutions will be more accountable and responsive at all levels and the needs of communities will be met through effective management of conflicts, access to justice for all, enhanced access to and delivery of basic services, and provision of alternative livelihood and decent employment options.

UNDP Sudan’s Governance and Stabilization programme aims to promote stabilization and peaceful co-existence across Sudan, focusing mainly on three geographical areas: Darfur, the States bordering South Sudan, and East Sudan.  The conflict dynamics and development contexts across these regions require different programmatic interventions, based on ongoing context analysis to ensure conflict sensitive programming.

In light of the post-World Humanitarian Summit New Way of Working and to deliver on the Agenda 2030 promises to leave no one behind, UNDP works to bridge the gap between humanitarian relief and development with a view to promote durable solutions for sustainable development targeting displaced populations. UNDP Sudan’s durable solutions mechanisms involve supporting conflict management and peacebuilding capacities, creating safety and security through strengthened rule of law and access to justice institutions, support to equal participation and inclusion in public affairs and promoting livelihood opportunities to enhance resilience. This is in line with UNDP’s role as the global cluster lead on Early Recovery. UNDP reinforces this role further by supporting the inter-agency coordination structures in the humanitarian response plan by co-leading the RRR sector to coordinate return and reintegration processes and interventions.
