ABOUT
DCPSF
Recognizing the need for visible peace
dividends for Darfurians during the
political negotiation process, the
Darfur International Partners (DIP)
group created the DCPSF which was
announced in Sirte in October 2007.
The Fund seeks to promote community
level trust, confidence and peace
building throughout Darfur. It is
envisaged that by facilitating confidence
and trust at the grass roots level,
the DCPSF will address the root causes
of violence, providing a platform
for dialogue and promoting reconciliation
across ethnic, tribal and political
divides.

SMALL GRANTS PROGRAMME
In keeping with the principles
and criteria that underpin the Fund,
the DCPSF Steering Committee (SC)
tasked the Technical Secretariat (TS)
with formulating a small grants mechanism.
Administered by an agency or consortium
of agencies serving as a Small Grants
Programme Manager, the window looks
to allocate grants of a maximum of
USD 50,000 to grantees. The grant,
which was finally allocated to a consortium
of NGOs (Catholic Relief Services
as lead agency, World Vision and Sudanese
NGO CAFA) has a threefold purpose:
i) to augment the
administrative and management capacity
of national actors;
ii) to enhance operational
capability in the delivery of DCPSF
programmes and
iii) through strengthening
indigenous networks and platforms,
promote a uniform methodological approach
to conflict analysis and mainstreaming
conflict sensitive approaches.

PHASE 2 (2011-2015)
DCPSF Phase 2 has
kicked off in 2011 and it will run
until 2015. Phase 2 intends to allocate
a budget of 40M USD to strengthen
ongoing efforts to support inclusive
and sustainable Darfur wide community-based
peace negotiations and processes.
The main purpose of DCPSF in this
second phase is to stabilize communities
and pave the way towards early recovery
by restoring trust and confidence.

MINIMUM NUMBER OF DCPSF OUTPUTS THAT
PROPOSALS NEED TO ADDRESS IS TWO:

will be free to choose a second
output among the remaining three

2 FUNDING WINDOWS
To complement the main DCPSF funding
window (USD 600,000 - 800,000 and
21-24 project duration) and with
the aim of facilitating access of
national NGOs to DCPSF funding,
a second funding window has been
created under DCPSF (phase II) which
is dedicated to national NGOs.
This window is unique as an opportunity
to build the capacity of national
organizations. Proposals for
this window can be submitted in
Arabic. Its project cycle is
shorter (12-18 months) and the funding
allocation per project is within
the range of USD 100,000-300,000.
Project design requirements are
the same as for window 1, but application
forms differ slightly. Please, make
sure you download and fulfill the
right application form depending
on the window of funding your organization
is applying for.

“DCPSF announces its second Call for Proposals for Phase II. The Call for Proposals will be launched on September 16th. It will prioritize peacebuilding interventions around migration routes and IDP issues, and the deadline to receive applications is 14 October 2012.
Up to USD 8 million will be granted through 2 funding windows to successful applications from international and national NGOs, as well as UN agencies operating in Darfur. DCPSF first funding window (USD 600,000 - 800,000; 21 - 24 months duration) is now complemented by a second window (USD 100,000 - 300,000; 12 - 18 months duration) with the aim to facilitate access of smaller national NGOs to DCPSF funding.

and UNDP’s Crisis and
Recovery Mapping and Analysis
Project (CRMA) carried out a
series of three workshops across
Darfur designed to perform participatory
risk analysis.
The workshops took place
during June in Nyala, Geneina
and Fasher, with the participation
of representatives from the
UN Country Team (UNCT), UNAMID,
NGOs (international and national),
government partners and academia.
Their goal was to identify root
causes and main actors and drivers
for conflict risks in Darfur.
Participants also identified
hotspots, priority issues and
risks, as well as strategic
responses for peacebuilding
in the short, medium and long

made sound progress after the
July 2011 Call for Proposals
was launched, and to date an
approximate USD 6 million worth
of new projects to start in
2012 have been allocated, while
another 2 projects worth USD
2 million are still under review.
These new allocations bring
the total number of DCPSF funded
projects to 31 and the total
funds disbursed to date to approximately
USD 30,7 million. The allocations
process was completed over January
and February 2012 and seven
new implementing partners are

PROJECT IN SOUTH DARFUR
Nyala,
11 March 2012. Two representatives
from The Netherlands visited
South Darfur on March 7th and
8th in the context of a wider
trip over West and South Darfur.
The purpose of their visit was
for Ms. GerdaVrielink, Head
of Political Affairs and Darfur
Cluster, who will be taking
over DCPSF matters from Mr.
Henrick van Asch van Wijck,
to get a first hand insight
on Netherlands funded programs
on the ground,including how
DCPSF efforts are contributing
to community peace and stability,
as well increase in livelihoods

DONORS
VISIT DCPSF PROJECTS IN SOUTH
DARFUR
Representatives
from UKAid, USAid and the Swiss
Cooperation Office arrived in
Nyala on December 11th on three-day
visit to South Darfur. The purpose
of their visit was to have first
hand information on how DCPSF
efforts were contributing to
community peace and stability
and increase in livelihoods
